According to Nintendo, all 3DS games are saved to the cartridges they are played on (unless they are games downloaded from the eShop). The only information saved to the 3DS system itself by some games is StreetPass and SpotPass info. Pokémon Ultra Moon is no exception, all information is stored on the Game Card.

Save data is stored in the System Memory, and for the most part, it is associated to the individual user. So long as the same user is selected on the console, the save data will not be impacted whether the software is played from a game card or downloaded from the Nintendo eShop.
Can you back up old Nintendo 3DS games?
You cannot back up the data and just sell the old one and expect the data to work on your New 3DS. If you no longer have access to your old 3DS, you have to call Nintendo customer service and see if they can help you recover your games as the licenses are still tied to the old system.
Can a Nintendo 3DS be transferred to another Nintendo?
If the same downloadable titles are on both systems, the save data of the target system will be overwritten with the data from the source system. Should the sum of the Nintendo eShop account balances of the source and target systems total more than ₤100 / €100, it will not be possible to perform the system transfer.
