Can a fallen Aasimar fly?

Neither Scourge nor Fallen aasimar has flight as a racial feature. If you are playing Adventurer’s League, then yes, during the current season (9) every Aasimar and Tiefling can trade in specific abilities for the flight ability.

Are Aasimar wings visible?

Volo’s says the eyes glimmer and two luminous, incorporeal wings. However, the Scourge specifically says you shed bright light 10′ and dim another 10′, so the Protectors wings should be visible in normal darkness and that’s about it.

I think that the fllying aasimar should lose the light cantrip, and the ability they get from whatever subrace aasimar they are (necrotic shroud or radiant soul/consumption). A flying speed of 30 is fine then.
