A hasted rogue or monk can dash 3 times in one turn (plus normal movement, and double speed).
How fast can a rogue run?
All medium Rogues go 90′ per turn or more. That’s nothing special. Where it gets special is if your base speed is NOT 30′ per turn, or if you crank up the heat a bit.
Can you dash twice in one turn?
Yes. You can take one action, which may be the Dash action. Many abilities and spells (Cunning Action, Expeditious Retreat) allow you to Dash as a bonus action. If you have one of these abilities, you can absolutely take the Dash action twice in one turn and move three times your speed.
Can rogues move 90 feet?
If you have 30 feet of speed as a Rogue, you can move (30 feet), dash as a bonus action (30 feet) AND dash as an action (30 feet) for a total of 90 feet of movement. For your other question: Yes.
Do rogues get Initiative bonus?
With swashbuckler rogue you get a bonus to initiative that is equal to your charisma modifier, which in this case is +5. With Alert you get another +5 to initiative. Together, these give you a whopping +15 to initiative.
Can you disengage and dash on the same turn?
Disengage cost you 1 action (unless you have a particular class/race feature that make that cost 1 bonus action). And yes on the same turn you can also move. Now, if take the disengage as 1 action, you can do very little on the same turn.

Using cunning action to double dash is allowed and intended as rogues are meant to be more agile and speedier than other classes.
