yes it does work. you must not have aggro and you must not be further away than 30 feet (thats pretty close and makes it hardly usable). The same rules apply for ranged weapons and sneak attack BUT you also have to be within 30 feet like stated above.
Can rogue sneak attack on reaction?
Yes! The verbiage 1/turn definitely allows for the use of Sneak Attack out of turn for the rogue if they somehow get a reaction attack (either granted by an ally or by an opportunity attack). Note that this basically limits them to 2x per round since you only get one reaction. But yes absolutely.

There is minimal reason to play a Rogue in the first place if you cannot get multiple Sneak Attacks per round, on almost every round. Rogues have to be built for doing so if they want to contribute in combat. The typical Rogue needs options for methods of causing flat-footed status on their own ( wand of grease, ring of blinking, marbles, etc.)
