Mechanically every Aasimar or Tiefling has a blood line score. Aasimars and Tieflings will often breed with their own king to strengthen the bloodline. If two aasimars or two tieflings breed each bloodline looses their respected 3d4 but are then added together.
Can a scourge aasimar use their wings to glide?
Scourge Aasimar has no Fly speed, and Fallen Aasimar has flightless wings like the text say. No fly speed, no fly, no glide. So that answers the glide question and possibly the jump boost.
Can a fallen aasimar have a fly speed?
If they don’t have a fly speed, they don’t have a fly speed. Protector Aasimar gains a Fly speed with their lv3 feature. Scourge Aasimar has no Fly speed, and Fallen Aasimar has flightless wings like the text say.

Neither Scourge nor Fallen aasimar has flight as a racial feature. If you are playing Adventurer’s League, then yes, during the current season (9) every Aasimar and Tiefling can trade in specific abilities for the flight ability.
