When a spellcaster casts a spell using a slot that is of a higher level than the spell, the spell assumes the higher level for that casting. Since the bard can’t use a spell slot to cast Command, they can’t upcast it.
Can bard cast spells?

Make sure you have spells that don’t require concentration (if you go two levels of hexblade, this is less important). What happens at 14th level in Bard of Glamour?
At 14th level, your appearance permanently gains an otherworldly aspect that makes you look more lovely and fierce. In addition, as a bonus action, you can assume a magically majestic presence for 1 minute or until you are incapacitated.
How does command work in the College of Glamour?
As a bonus action, you cast Command, without expending a spell slot, and you take on an appearance of unearthly beauty for 1 minute or until your concentration ends (as if you were concentrating on a spell). During this time, you can cast Command as a bonus action on each of your turns, without expending a spell slot.
What do you need to be a glamour Bard?
If you want to play the role as a ranged damage dealer, you need two levels of warlock. Resilent consitution, warcaster, lucky (you will want at least one of these to boost your concentration saves.) Moderatly armored is good if you end up not multiclassing, but not essential like the above.
