Borkul can level up with your character, up to level 80. Borkul will tolerate any crime. Speed increased to 150 so he can run faster as a follower.

You have to kill him quitely so that the other prisioners won’t rush to his aid. After he is dead, take the loot from his body, which will include a key to the gate just outside of his chamber.

You will receive all your quest items after Madanach has finished his dialogue with Thonar and started fighting. Your stolen items will be returned. The inhabitants of Cidhna Mine are all scripted to die if you decide to kill Madanach in his cell and escape from the mine alone.
