A creature cannot change shape to a form more than one size category smaller or larger than its original form.

As above, you can always give any individual dragon the Change Shape ability – a particular blue dragon in Storm King’s Thunder also has it. The key is that the ability is very particular about what it allows the dragon to transform into.

Not brass, not silver; blue. When I doublechecked the stat block; yep, she’s using a Wand of Polymorph alright. Now, changing shape using an item (the adventurers can loot) is not the 5E way.
