Can magic items be Counterspelled?

Counterspell requires you to see a creature casting a spell. In order for a spell to be counterspelled there has to be something visible to tell they are casting. As RoSS (and most other magic items that cast spells) do away with all the components there’s nothing to see so you can’t counter it.
