Enemies/Monsters are characters. Some monsters have powers that come back on short or long rests, because all creatures can rest.
What do you gain from a short rest?
Short Rest For each Hit Die spent in this way, the player rolls the die and adds the character’s Constitution modifier to it. The character regains Hit Points equal to the total. The player can decide to spend an additional Hit Die after each roll.
Do NPCs have hit dice?
NPCs do not have a maximum hit point value.
How much health does a short rest heal?
At the end of a Short Rest, you could spend any number of Healing Surges and, for each one, recover one quarter of your maximum HP. And generally, most classes had enough Healing Surges to recover their full complement of HP two to three times over.

Stunned A stunned creature is incapacitated (see the condition), can’t move, and can speak only falteringly. The creature automatically fails Strength and Dexterity Saving Throws. Attack rolls against the creature have advantage.
How long can a character take a short rest?
