Anyone can dual wield as long as they’re using two light weapons. IIRC you can’t get two pact blades but you could wield one pact blade and another light weapon together no problem. Having a free hand for spellcasting is a potential issue though.
Can Hexblade Warlock dual wield?
All characters can effectively dual wield and fight with two weapons so long as both of the weapons being held have the light property. The Player’s Handbook describes how this works on page 195. There is no need for any feat, skill, or class feature to do so. This is a base action that all characters can use.

Do you need bonus action to dual wield Hexblade?
If your DM continues to insist that Warlocks do not get bonus actions, ask them to explain how you use the Hexblade ability Hexblade’s Curse, which requires you to use a bonus action. Hexblade dual wielding is not different. Dual wielding is the same for you as everyone else. It does not change what modifiers you use.
When to use eldritch blast as a warlock?
Take the Warlock class with a Fiend patron, choose Eldritch Blast as one of your initial two cantrips, and choose the Hellish Rebuke and Hex spells as your initial two 1st-level spells at level 2. Choose the Devil’s Sight and Agonizing Blast invocations at level 3.
