Ray of Frost does not freeze things, by RAW. While it might be able to cool water or make a very small amount of ice, I doubt that Ray of Frost would be able to freeze enough water fast enough to break a lock.

Does half speed stack 5e?
If your speed is halved from difficult terrain it can be halved again by slow – nothing says that speed halving effects can’t stack, only that difficult terrain can’t stack. This means you can slow someone, cast spike growth under them, and then cast plant growth if you wanted.
Does Lance of lethargy stack?
No. It says “Once on each of your turns”, so the effect can only happen one time. But note repelling blast does not have the once per turn, so you can keep repelling them upto 10 ft away per blast.
Can you stack Ray of ray speed reduction?
However, it would still stack with other speed reducers like Lance of Lethargy or Frost Lance. The effects of different spells add together while the durations of those spells overlap. The effects of the same spell cast multiple times don’t combine, however.

Movement is a temporary currency, and something regained/lost per each turn, similar to HP. Speed is an inherent stat that should not generally change.
