Silence is not a one-mana counterspell that also forbids your opponent from casting other spells this turn.

Can you dispel silence?
Silence is only a 2nd level spell and so, like all spells of 3rd level or lower, it is dispelled automatically. There is nothing special about a monk’s Shadow Arts. They “duplicate the effect of a spell”, so they can be dispelled in the same way.
