The general rule is that anyone who can read a language can read the scroll and attempt to activate it. This makes it so anyone can use types of scrolls that aren’t spell scrolls, such as scroll of protection.
Do spell scrolls disappear?
The writing vanishes from a scroll when it is read. This is so that scrolls can hold more than one spell on them (a holdover from older editions of D&D).

Can Artificers use spell scrolls?
In regards to the spell scroll, you would be able to (try to) use any spell scroll – even for spells of level 6-9, which artificers usually cannot cast. You still need to cast it properly though, which is where the spellcasting ability check comes into play.
Can Rangers use scrolls?
Assuming the spell scroll is on the Ranger class list, they can attempt to cast it. Since the spell is of a level they can’t normally cast (they can’t cast any spells at level 1), they need to pass an ability check (DC 11 for level 1). The issue is that, at level 1 the Ranger doesn’t have a spellcasting ability yet.

Can a 1st level wizard copy a spell?
Copying a Spell into the Book When you find a wizard spell of 1st level or higher, you can add it to your spellbook if it is of a spell level you can prepare and if you can spare the time to decipher and copy it.
