Can Wish cast 9th level spells?

Nope. Once you choose to duplicate a lower level spell, the result is going to be a lower level spell. The text in Wish is more specific than the general rule about spell slots. My opinion on the matter of duplicating spells with Wish, is that it is not considered casting the spell with a 9th level Spell Slot.
