If you want to increase the number of withers that spawn, you’ll have to reduce the spawnable spaces where withers cannot spawn. In the current season of HermitCraft, Iskall did this by placing thousands of buttons around his nether mob farm. Mobs cannot spawn on blocks with buttons.
