Yes, a wizard can learn a spell from a scroll created by a cleric as long as that spell is also on the wizard spell list. Scrolls are not specific to class type. As long as the spell exists on a spell list that you have access to, you can read and cast the spell.
Do wizards know all Cantrips?
The Wizard class learns 5 Cantrips by 10th level, and does not learn any more by leveling. The section on adding spells found to the spellbook specifies that that “When you find a wizard spell of 1st level or higher, you can add it to your spellbook”, which sounds to me like it is specifically excluding cantrips.

So, if a level 5 wizard finds a fireball spell scroll, they copy the spell into their spell book for 150gp of materials and it takes 6 hours, which then consumes/destroys the scroll. My question is around copying spells from another wizard’s spell book.

“50gp/level + 2 hours ” I believe this isn’t correct. It’s: (50GP+2hrs) per spell level. So a 3rd level spell is 150 gp and 6 hours. “For each level of the spell, the process takes 2 hours and costs 50 gp.”
