depending on wich side you take in the quest you can endup going into a cave called swindlers den. long story short their is a glich that prevents you from clearing the cave.

Find an iron ore vein in the wall at the base of the ramp. Ascending the earthen ramp will lead to the ledge in the first chamber, thus completing the circuit of Swindler’s Den.
