Counterspell counters the casting of a spell. Counterspell is a spell, so it can be countered.

There are two things that protect against Dispel Magic:
- As per this discussion on the Paizo site: Spells cast on the caster (from that specific list) can only be dispelled by a someone with a higher caster level.
- Spell Armor. Per d20pfsrd, Dispel Magic attacks the spell with the highest caster level first.
How important is dispel magic?

Can Hallow be dispelled 5e?
A dispel magic fixed to a hallow or unhallow spell can be treated only as an area dispel, not as a targeted dispel or a counterspell.
How do you counter spells in Pathfinder?
To use a counterspell, you must select an opponent as the target of the counterspell. You do this by choosing to ready an action. In doing so, you elect to wait to complete your action until your opponent tries to cast a spell. You may still move at your normal speed, since ready is a standard action.
