My personal houserule: yes, you can make flawed or cracked ioun stones, but they cost as much to make as the perfect version, and the procedure for making one is to make a normal ioun stone, then smash it with a hammer until it cracks or becomes flawed.
How do ioun stones work?
An ioun stone held stored magical energy. An orbiting stone created a link with its owner, through which it regularly transferred small packets of this energy to them. This magical energy could enhance them in the various ways ioun stones were known for, or bestow more unusual powers.
How to use ioun stones pathfinder?
These crystalline stones always float in the air and must be within 3 feet of their owner to be of any use. When a character first acquires a stone, she must hold it and then release it, whereupon it takes up a circling orbit 1d3 feet from her head.
Are IOUN stones good?
It depends on the Ioun Stone, but many of them are very very worth it. Since they’re slotless items whether orbiting or implanted, most people end up buying multiple cheap ones at mid-to-high levels to stack up the benefits.
Can you use multiple IOUN stones?
The Ioun stones (DMG, 176) have no limitations on more than one being used, so you can absolutely do that! But they do require attunement, so unless you can attune to more than 3 items, you can only have 3 going at any given time (and no other magic items.)

Cracked: These stones bear an obvious crack, whether as a result of the crafting process, because the raw stone was already cracked, or because the stone has been damaged (for example, if it gains the broken quality). A cracked stone’s power is usually the same as an undamaged stone, but weaker.
What’s the difference between Ioun stones and magic items?
Most ioun stones use the normal pricing rules for magic items; the major difference is that they all use the ×2 modifier for not using a magic item space on the body.
