No. The Attack action counts as the Attack action. But a feature that triggers when you take the Attack action (like Extra Attack) is not invalidated by grappling or shoving. So if you’re a level 5 Fighter (with Extra Attack) and you want to grapple someone and then punch them in the face, you can totally do it.

When you take the Attack action on your turn, you’re entitled to make one (or more) attacks at any point during your turn. Now, grapple and shove are both a special sort of attack. They can be used in place of one (or more) of the attacks you make when you take the Attack action.
Can you use a grapple or shove as an opportunity attack?
It lines up with the fact that, if you get multiple attacks with one Attack action, you can replace one of your attacks with a Grapple or Shove. I don’t understand the intention behind not allowing Grapple or Shove as an Opportunity Attack. It gives a really nice crowd control option for melee characters that doesn’t require the Sentinel feat.
