As long as the spell polymorph lets you target the creature in its new form, you can stack the spells. The new form takes precedent, but as soon as concentration is lost or dropped, as long as the previous polymorph is still present, the previous polymorph remains and the creature returns to that form.
Can a Polymorphed Druid wild shape?
