You can romance all available characters at the same time. There are no places and/or moments in Mass Effect Andromeda where, for instance, two characters are arguing and you have to decide with whom you will agree, denying your character a chance to romance the one you have disagreed with.

As long as you’re not near your partners/spouses when dating then I think it should be fine. Otherwise they can catch you and you’re back to building relationships from really low/nothing. I made that problem when I thought I could divorce my wife, getting the relationship up with the other character and then she caught us on a date.
