You don’t need any perks in Alchemy to do it. Heavy Armor and Light Armor skills both contain perks that reduce the weight of worn armor to zero, meaning you can sneak with no penalty while wearing full heavy armor sets.

You will not make more noise when using more pieces. The noise produces does not scales with the number of heavy armor pieces equiped. There are different ways to reach full silence from armor. Yes, it is possible and doable of Sneaking with Heavy Armors and it does not needs more perks or whatever than it would with Light Armor.

There is a difference between making the armor weightless and making the armor noiseless. Armor weight reduces your movement speed. Spells and effects that muffle reduce the noise generated by your armor. It should be noted that heavy weapons also generate noise while daggers are silent.
