The Extra Attack feature from different sources does not stack. The rules for stacking Extra Attack as they relate to non-fighters and fighters are in the Multiclassing section of the Player’s Handbook, pg. 164: If you gain the Extra Attack class feature from more than one class, the features don’t add together.
Can you use extra attack every turn?
Yes, a fighter gets their extra attack when using action surge. Action surge gives you an extra action on your turn: On your turn, you can take one additional action on top of your regular action and a possible bonus action. There is no restriction on what this action can be used for.
