Yes, you can currently stack items, however, rito devs have already said that they will be fixing that soon, you probably won’t be able to stack cleavers by the time it hits live.

If you think you won’t be able to make it back to 100-120 AP (10+ stacks), sell it if you can get more useful stats with the slot (and 980 gold sell value – which means if you expect to have fewer than 3-4 stacks for a long time, just sell it for a Blasting Wand).

Void staff makes your attack penetrate 40% of someone’s magic resist only you though. This is useful not only when the enemy team has tanks but squishes as well.

Its gold efficiency increases by 14.1% per stack, becoming gold efficient at five stacks and reaching 354.9% gold efficiency at maximum stacks. Buying them early is really risky because it puts you behind (you could have gotten something more efficient with that gold).
How many assists do you get with mejais?
Supports that can’t help but to get assists and have AP scaling can make use of Mejais. These supports are generally Janna, Soraka and sometimes Sona. While the item is less risky on a support, you still have to (on average) get 3 stacks (3 assists or 1 kill and 1 assist) per death.
