That’s not a rule of the game, no. As with anything, it’s up to your DM. But Feats are gained at various points when you level up–if your DM is even using Feats, which are an optional rule. There isn’t a rule written into the game to get them by just training.
What level get feats?
Most character classes can choose feats at levels 4, 8, 12, 16, and/or 19. These are the standard levels for ability score increases. At level 4, for example, Druids can increase an ability score by 2 or two ability scores by 1. With the optional feat rule, a Druid’s third option is to choose a feat.
How do you gain feats in 5e?
Every single class can get feats whenever their Ability Scores rise. For most classes, that means you can get feats at 4th, 8th, 12th, 16th and 19th levels. Feats completely replace ability scores, meaning that if you really need an ability score to 20, it might not be a great idea to grab feats.

Can a warlock use the feat magic initiate?
If a Warlock takes the feat Magic Initiate (Warlock), it knows one more 1st level spell from the Warlock spell list. Still, the Warlock has only 1 spell slot (at 1st level) from the Warlock table, but it can use the feat Magic Initiate you cast only that one spell as 1st level spell, once per long rest.
