Go to your library, find the game you want to transfer from the other PC, and click the Install button. Now, copy the files from the original PC location (mine are in D:\Games\Epic Games, but the default is in “C:\Program Files”), but the destination folder may vary a bit.

Am I able to play my games, on my laptop without re-purchasing them? You do not need to re-purchase any game you’ve bought previously, as long as you log in using the same Steam account you previously bought the game with; however, you will need to download those games on the new computer.
What happens if my credit card is declined on Steam?
In the event that your credit card purchase is declined, Steam will remove the games from the Library list. The next time you try to play the game, Steam will ask if you want to attempt the purchase again. You must make a valid purchase in order to play if your payment was declined for any reason.
