How does the creature work in true polymorph?
The creature is friendly to you and your companions. It acts on each of your turns. You decide what action it takes and how it moves. The GM has the creature’s statistics and resolves all of its actions and movement. If the spell becomes permanent, you no longer control the creature.
How is true polymorph not completely unbalanced?
Two example uses that seem unbalanced: A level 20 Warlock and Bard are having a talk about dragons, and the bard comes up with the idea of becoming a dragon. The warlock casts True Polymorph, turning the bard into an Ancient Brass Dragon (possibly even one that can cast spells).
How many dragons can you make In Polymorph?
This is obvious, an Ancient Brass Dragon is CR 20 and is crazy powerful. You can create an army, albeit slowly. Every day, turn a rock into a Young Silver Dragon, make sure it’s loyal to you, and a month later you have 30 dragons under your control. You can turn into a spellcasting dragon.
