No. “To be eligible, a spell must be incapable of targeting more than one creature at the spell’s current level. For example, magic missile and scorching ray aren’t eligible, but ray of frost and chromatic orb are.”

The only limit to how many times it can jump is how many creatures are in the area. The last line of the Chaos Bolt spell reads “A creature can be targeted only once by this mass of chaotic energy”. If there are a hundred enemies in the area, it can jump one hundred times.
