1 Answer. As noted in this answer, inquisitors affect your cities. Based on my understanding, since you don’t own city states (you befriend or destroy them) the inquisitor would seem to have no jurisdiction over them. The most effective form of conversion is by applying pressure through neighbouring cities.
Can you use Inquisitors on other Civs?
Inquisitors can be stationed in your cities or on the tiles right next to them to prevent your own cities from being converted by enemy Great Prophets or missionaries. Moreover, if your city has been converted to a foreign religion, then you can use an inquisitor to remove it (far more effectively than a missionary).

How many times can you evangelize belief Civ 6?
