No, you can not. Neither the Quickened Spell nor the Twinned Spell metamagic have exceptions allowing them to be used with other metamagics, so in the absence of other features allowing you to use multiple metamagics on the same spell you can not used Twinned Spell with the same spell that you used Quickened Spell on.
