Your spell slots are part of your statistics, so if you cast Simulacrum on yourself, the simulacrum you create has the same spell slots that you had when the spell was cast.
Can you have multiple Simulacrums?
The simulacra all have half your hp, and are missing one 7th Level spell slot (and one 9th level spell slot once they have cast wish). This can be used as many times as you like (/can be bothered with, as each casting of wish requires an explicit command).
Can a simulacrum use arcane recovery?
RAW, yes. There is no restriction on the Simulacrum’s ability to regain other expendable class feature. Additionally, any creature can take a short or long rest (and thereby restore the expended class features).
Can a simulacrum regain spells?
Never miss a Moment Simulacrum—the spell’s creation can’t gain levels or regain expended spell slots (RAW). The creation is meant to be unable to regain use of any of its features that it expends (RAI).
Can a simulacrum cast a spell more than once?
The simulacrum can definitely cast spells, as it says “nor can it regain expended spell slots.” in the description. That means when you copy yourself, you now have a version that has all of the spells you normally have, it can just only use them once.

Can a simulacrum use a 7th level spell slot?
To be fair, the simulacrums could just use a second 7th level slot to cast Simulacrum on the original wizard instead of a 9th. The spell prevents them from regaining spell slots; that does not mean they cannot cast the same spell using a different spell slot.
What happens when Anne cast a simulacrum of herself?
