Any money you’ve purchased in GTA Online can only be transferred within the same console family. In-game money you’ve purchased on the Xbox 360 will not transfer over to the PS4 and vice versa. You can continue playing GTA Online on 360 or PS3 with your old character but stats etc will not be transferred over again.

Pretty sure you can’t do that, one social club account per license of the game. The solution would be to get your brother his own Steam account and his own copy of the game. EDIT: Or does your brother own the game already outside of Steam? My brother and I have one computer. I cannot play my character.
