This second feature allows for the use of versatile Weapons (i.e. Battleaxe, Longsword) when Two-Weapon Fighting. The DnD Beyond Character sheet allows for a player to designate weapons as being a Dual-Wielding weapon in the weapon ‘Customize’ screen, but this feature seems to be lacking from Versatile Weapons.

Can you dual wield with a longsword?
A longsword has the versatile property, not the two handed property, so you can wield it in one hand. It lacks the light property though. However, if you take the dual wielder feat (not fighting style), you can dual wield weapons that do not have the light property, such as a longsword.

Two weapon fighting style with duel wielder feat gets you a versatile weapon of long sword. Great weapon master works with versatile property weapon. Dueling works with a 1 hand weapon with none in other hand.

Do you have to have two weapon fighting?
Two Weapon Fighting allows you to add your damage modifier to your off hand/other/second weapon, though the fighting style is limited to light/finesse weapons. You are not required to have this fighting style as a pre-requisite for Dual Wielder (there are no prerequisites for that feat) but it is beneficial to use that fighting style.
