The holy symbol is a spellcasting focus. Spellcasting foci by design are only used to replace non-costly, non-consumed material components. If your player is casting a spell without material components, they do not need their holy symbol at all and can cast it normally.

The DMG has a “Death Domain” for clerics. See pp.96-97. It includes expanded targeting for necromancy cantrips, and added necrotic damage onto melee attacks. It does not particularly tie into undead thralls, aside from granting some undead-centric spells through domain spells.
