The subtext I get from the combat section is that spells are not “attacks” and therefore do not benefit from sneak attack, except in special cases such as the arcane trickster.
Does sneak attack stack with spells?
Spells cannot be used for sneak attacks…. Once per turn, you can deal extra 1d6 damage to one creature you hit with an attack if you have advantage on the attack roll. The attack must use a finesse or a ranged weapon.
Can you sneak attack with a wand?
Specifically a wand that can cause a ranged spell attack (such as Wand of Winter from Hoard of the Dragon Queen which can cast Ray of Frost). A rogue casting a spell wouldn’t be able to trigger sneak attack since the attack is not “[using] a finesse or ranged weapon”.

also shocking grasp gives you advantage if your enemy is wearing metal so, imo, a good one to allow sneak attack for rogues for. Yeah, that’s at 9th level. It wouldn’t be terribly broken early on, but would get so from 11th level and above.
Can arcane tricksters use Firebolt?
Two sneak attacks with a firebolt in one round, or the massive damage from a Firebolt death strike would be narly. Arcane Tricksters get neither of these abilities. So why not let them use cantrips to sneak attack?
