A holy symbol is a representation of a god or pantheon. A cleric or paladin can use a holy symbol as a spellcasting focus, as described in the Spellcasting section. To use the symbol in this way, the caster must hold it in hand, wear it visibly, or bear it on a shield.
Can a tattoo be a holy symbol?
As a holy symbol, I would say yes. Note that as a holy symbol, if tattooed to their hand, then they cannot wear a glove on that hand because for it to work, it must be held (you can’t do that for a tattoo), worn visibly (which a glove will cover up), or bear it on a shield.
Can a paladin make holy water?
A Cleric or Paladin may create holy water by performing a Special ritual. The ritual takes 1 hour to perform, uses 25 gp worth of powdered silver, and requires the caster to expend a 1st-level spell slot.

The PHB reads, “to use the (Holy) symbol in this way (as a Spellcasting Focus), the caster must hold it in hand, wear it visibly, or bear it on a shield.” And you only need a spellcasting focus to substitute non-consumable Material components, but you’ve got this part down already.

Do you need a holy symbol for a spell?
Note that you do not need your Holy Symbol for spells with only Verbal and/or Somatic components. A holy symbol is pretty much a divine users connection to their powers. It can be used a lot of different ways. It does not have to be an item you hold in your hand, it can be a symbol on a necklace or on your shield.
Do you need to drop items with holy symbol?
The holy symbol covers all material items EXCEPT those that have a gold cost (ex: a ruby worth at least 50gp) or if the spell says the material is consumed (like protection vs good and evil) 2. If the spell requires both somatic and material components, then you do not need to drop anything.
