Looking at the rules for chill touch, it follows the general convention for damaging cantrips. It requires a spell attack roll, and it deals damage that scales with the normal cantrip progression, gaining extra damage dice at 5th, 11th, and 17th level.

Is it still good to use chill touch?
Of course, Chill Touch (if you hit) is still having a valuable effect in each case, just a slightly diluted one. Regarding the disadvantage on undead attacks against the caster, in many cases there will be another good target for the undead to attack.
How many creatures can you touch with chill touch?

What does chill touch do to a poltergeist?
The Poltergeist has permanent invisibility, but he managed to make a wild guess as to where it’s location was and hit it with chill touch. Now, they couldn’t see the Poltergeist, but they could see the frikkin chill touch hand holding onto the bastard (The spell says the hand hangs onto the target). It completely trivialized the encounter.
