The ring and cloak do stack (they’re different items) and this is why one is uncommon and one is rare: so you’re not stacking them at lower levels. You’ll get the cloak relatively earlier (uncommon) and only later (rare) can you get the ring to basically double the effect.

The Ring of Protection is mechanically identical, and is rare. The only potential advantage of the ring over the cloak is that a character can wear multiple rings but not multiple cloaks. Armor, +1 does less than the Cloak of Protection, giving only the +1 to AC. It is also rare. Notably, Shield, +1, which also gives +1 to AC, is uncommon.
Can a ring of protection stack with bracers of Defense?
Since a ring of protection is not bracers of defense, their AC bonuses stack. One final caveat, for those DMs who like to create custom magical items: If you create a magical item which is essentially similar to an item in the book, you probably don’t want to let its effects stack with those of the base item.
Can a shield stack with a cloak of resistance?
