As goodguy5 points out in a comment on this answer, if you devoted your entire turn to Move (30ft), Dash as an Action (+30ft), and cast Expeditious Retreat as a Bonus Action (+30ft), you could move 90ft in a round. This would, of course, provoke an Opportunity Attack, though.
Can you action Dash then action Dash bonus?
Yes. If you can dash as a bonus action you can move, dash, and then dash again, moving thrice your speed in a round. There is no stipulation on Dash that you can’t use it as an action (if you have the ability to do so) if you’ve taken it as your bonus action (like there is with casting a spell as a bonus action).

Using a bonus action to Dash a second time results in three movements this turn. If something would change your speed, you will still make three movements, just at the new speed.

When you cast this spell, and then as a bonus action on each of your turns until the spell ends, you can take the Dash action. The intention for the spell is that casting it allows you to make a fast getaway. It’d be a lot less useful if it only worked on the turn after casting.
