Does Tortle AC stack with unarmored defense?
Whenever you have two valid AC calculations in effect, you get to choose which one you use. There is nothing that says the Tortle cannot benefit from unarmored defense. Also note that Shell Defense stacks with whichever AC calculation you choose because it is a bonus and not a calculation.

The dm seeig that the tortle had 17 ac at all times deemed this to be op and nerfed it to a base 15 ac, and lowering movement down to 25 ft to make up for the lack of downsides to the tortles race.

Their are some options to make a monk get a high AC: 1 Get High dex and Wis 2 Get magical items which increase AC 3 Ignore monks unarmored defense and give it armor plus a shield (although you should watch out for proficiency with the armor and the shield)

What’s the best weapon to use as a monk?
Most characters cannot attune to 5 items, but only 3. Also I’m pretty sure the Defender sword doesn’t count as a monk weapon for most monks. Your best bet would be bracers of defense and a cloak or ring of protection.
