The Mending spell is probably your best bet. This spell can physically repair a magic item or construct, but the spell can’t restore magic to such an object.

This spell Repairs a single break or tear in an object you touch, such as broken chain link, two halves of a broken key, a torn clack, or a leaking wineskin. As long as the break or tear is no larger than 1 foot in any dimension, you mend it, leaving no trace of the former damage.

RAW, No, Mending cannot remove corrosion. As written, the spell repairs things by joining together parts that have been separated. There are four specific samples given, and none of them change the properties of the material in any way. Corrosion represents a change in the substance of an item.
How many times can you cast a mending Cantrip?
Creating 8 perpendicular tears would allow you to cast Mending 8 times to create 8 pieces of fabric that are 1’x1′ squares and then you can cast it 7 more times to get back to your 1’x8′ piece. Despite that, it’s one of my favorite cantrips.
Can a piece of fabric be mended multiple times?
Sometimes, you could get around the 1′ problem by breaking the object into more pieces and Mending multiple times. It’s very case specific though. As a most simplistic example of this, imagine a piece of fabric that is 8′ long and 1′ wide that has been split along it’s length.

There are limits, by design, to the Mending cantrip. By RAW, it wouldn’t work on the rusted warhammer because it’s not a tear or break. As for the cloak, that’s permissible, but not by a single casting. Each tear would require it’s own casting.

For hard objects, particularly nonmetallic ones that would be difficult to repair, it shines a little brighter, but it can still only repair a “break or tear [that] is no longer than 1 foot in any dimension”. Not one foot per casting, not any damage smaller than 1 foot in any dimension. Just what it says on the tin.
