The reason a grapple or shove doesn’t “count as an attack action” is that nothing counts as an attack action. You have the Attack action, which allows you to make attacks. These attacks aren’t themselves actions, nor do they constitute the Attack action. Now, grapple and shove are both a special sort of attack.
Can grapple be used as a reaction?
However, the Sage Advice Compendium specifies that you cannot, specifically, “Grappling and shoving are special melee attacks that require the Attack action (PH, 195). An opportunity attack is a special reaction. Take the Ready action if you want to attempt a grapple or a shove as a reaction.”

While grappled, you can use your action to try escaping. Make a Strength (Athletics) or Dexterity (Acrobatics) check, and the guy grappling you makes a Strength (Athletics) check to try and hold on. It lines up with the fact that, if you get multiple attacks with one Attack action, you can replace one of your attacks with a Grapple or Shove. I don’t understand the intention behind not allowing Grapple or Shove as an Opportunity Attack. It gives a really nice crowd control option for melee characters that doesn’t require the Sentinel feat.

How does an owlbear do a grapple or shove?
So an owlbear can indeed grapple or shove, but that grapple or shove is done by taking a normal Attack action, not a Multiattack action. The Attack action is general purpose and more flexible than Multiattack, but doesn’t allow the owlbear to make more than one attack during the action.
