It’s also triggered if someone moves THROUGH your attack range. And I say, standing up is moving, because it takes movement speed, and if that movement takes place INSIDE someone’s attack range, then I say yes it triggers an opportunity attack.

It doesn’t matter how fast you are, it takes 3 seconds to stand from being prone. IMO, they want you to choose to either take a whole action, while still prone, or stand up, and be left with half the action.
Can you use booming blade as an opportunity attack?
So no, it is a tradeoff. Booming Blade’s regular bonus damage applies only if the target moves willingly. Otherwise, it does normal attack damage. You would only be able to use it in situations where you are using the “cast a spell” action, so is not applicable for opportunity attacks, nor could you use it with the Extra Attack feature.
What happens when the booming blade spell lands?
The creature elects to continue moving and moves to where it planned, taking the opportunity attack and also being affected by the secondary part of the booming blade spell. Whether the creature understands what has happened to it when the Booming Blade spell lands, and additionally whether it chooses to stop moving, is up to the DM.

How tall does the enemy have to be to proc a booming blade?
At this point the enemy has completed moving the minimum 5ft away while also becoming “sheathed in booming light” which sets up the second half of the BB potential dmg. In order for the second half of the BB dmg to proc, the enemy would need to then continue moving (any total movement greater than 5ft).
