Global achievement stats :: Steam Community. Is the percentage for each achievement calculated as the number of people who have attained the achievement AND OWN THE GAME divided by number of player who OWN THE GAME, or do stuff like free weekends affect this?

Might be a dumb question or something but, how accurate is Steam at keeping track of achievements. In all of my games, the achievements that are like “Start a new game”, or “Pick up 1 item” have an 80% on the global achievement stats. This means only 80% of players actually started the game online.
