For a key you just need to launch up a VPN and then redeem the key, make sure that you are breaking the guidelines of Valve but they’ve barely banned people for it so you should be fine. For a steam gift you need to change your store country using a VPN. “Move” to europe, activate the game and play.
Can you check a Steam key without redeeming it?
No. Unless you already own the game, in which case Steam will tell you “Duplicate product” and won’t activate the key. The only way steam will tell you if a key is valid, aside from adding the game to your library, is by giving you the dupe message if the key is already used AND you don’t own the game.
