- Create the folder where you’d like your game to be (example: D:\Games\Steam)
- Head to SteamApps (C:\Program Files\Steam\steamapps\common) and cut/paste the game you’d like to move to the new drive (you don’t want to leave a copy of the game in your old directory)
Can you play Steam games without downloading them?

How do you stop a download on Steam?
Hover over ‘Library’ in the Steam interface, and go to Downloads. You can pause and resume content there. When you turn off your computer and close Steam, it’s smart enough to pause the download in a place it can immediately resume again, even if you did not pause it.
Why is steam redownloading the whole game again?
Double check that your install location is set correctly, then when you verify the game files it will detect everything you have already downloaded. You would need to make sure that Steam is installing the game on your E: drive otherwise it’s going to try and download the game again to your C: drive.
