Nettlebane can be obtained at Orphan Rock from a hagraven during the quest “The Blessings of Nature.” The hagraven is sacrificing a number of spriggans with the blade and is defended by several hags and witches. Once obtained from the hagraven, the Dragonborn must bring the blade back to Danica Pure-Spring.
Can Orphan Rock be cleared?
Orphan Rock appears to have the characteristics of a clearable location, given that its inhabitants respawn occasionally, (the UESP seems to think it’s also clearable). I’ve never been able to get it to mark as cleared, however, even after completing The Blessings of Nature and killing the hagraven for Nettlebane.

How do I get past the hagraven?
Hagraven claws are dangerous. Block damage with a shield or weapon, and use the Become Ethereal Shout to avoid taking injury. Close combat is the preferred way to kill Hagravens, but depending on your play style, you may want to attempt ranged attacks. Being good with a bow or ranged magic is an absolute must.
