[*]If you have not yet taken the oath in Joining the Legion, you can reset all progress in that quest by typing “resetquest CW01A” in the console. This will allow you to speak with Tullius about the peace treaty.

What to do if Tullius won’t talk to you?
It’s kind of a betrayal but hey he’ll accept you into the Stormcloaks. If you want to join the Legion, however, then simply take the Jagged Crown to Tullius and then immediately talk to him about the treaty. That’s what I did when Tullius wouldn’t let me talk about the treaty in the Jagged Crown quest.
Where do you find Tullius in Skyrim season unending?
He is initially reluctant, but the fact that a peace council is necessary to defeat Alduin changes his mind. You then need to convince both Ulfric (at the Palace of the Kings in Windhelm) and Tullius (at Castle Dour in Solitude) to attend the truce negotiations.
Where do you give Tullius the jagged crown?
If you want to join the Stormcloaks in the end then you just have to join the Legion, find the Jagged Crown (you get that quest immediately after joining) and then, instead of giving it to Tullius, go to Ulfric and give it to him.
When to talk to Ulfric and Tullius about Helgen?
If you have not yet joined either the Imperial Legion or the Stormcloaks, and you have not talked to Ulfric and/or Tullius since Helgen, you will be forced to first talk to them about Helgen, at which point they will suggest that you join their side of the conflict.
